Captain Llewellyn Walter Edwards Bowen was born at Swansea, Wales in 1833. He attained his Master's Certificate of Competency No. C19020 in London in 1863 and was Master of the City of Adelaide from 1873 - 1875.

His is the greatest tale of woe concerning the 'City of Adelaide'. Captain Bowen was in command of the ship when she became stranded at Kircaldy Beach (near present day Grange) in 1874, while in-bound from London. As a result of this stranding, Captain Bowen had his master's ticket suspended for 3 months.
